New Delhi, August 23 – Amid growing awareness around sustainability and environmental compliance, the continued presence of unregulated plastic trading in parts of Najafgarh, particularly in Geetanjali Enclave and Jorado Kala, has become a subject of civic concern. While the Delhi High Court has issued clear directives on the matter, the gap between legal orders and ground implementation reflects the broader complexities of urban governance.

In this evolving landscape, one voice has remained consistent—Dilip Kumar Sharma, a committed social activist and public servant whose legal and civic efforts underscore the importance of structured reform and institutional collaboration.

A Legal Effort Rooted in Community Interest

In November 2021, Sharma filed a public interest petition with the Delhi High Court to address the issue of plastic trade operations in Najafgarh. Responding proactively, the Court directed the Municipal Corporation of Delhi (MCD) to initiate immediate action for curbing plastic trading in specified areas.

The matter received renewed attention during a May 2023 hearing, when the Hon’ble Court re-emphasized the need for timely compliance and requested a formal report on enforcement status. While efforts have been initiated in parts, the continued visibility of plastic trade suggests that urban operational challenges—ranging from resource limitations to logistical coordination—may require more structured responses.

Committed to the legal process, Sharma has filed contempt petitions to help ensure that the original directive is not diluted over time. In doing so, he has maintained a respectful approach, focusing on strengthening implementation rather than attributing blame.

In a recent PIL filed with the Supreme Court, he highlighted a case in Kolkata where healthcare access was allegedly impacted during a doctors’ strike.
